The Office of Communications oversees Catholic Social Teaching and the Legislative Liaison, as well as IT Services and Project Rachel. The Office of Communications builds and maintains relationships with local and national media, both secular and Catholic, and develops content for the Diocese of Cheyenne social media platforms, the Diocese of Cheyenne website, and Diocese of Cheyenne print publications, including the Wyoming Catholic Register.
The executive director of communications coordinates internal and external communications and public relations for the Diocese of Cheyenne, on behalf of the Bishop of Cheyenne. The executive director manages and oversees diocesan communication strategies and activities with both the general public and Catholics and does so consistent with diocesan policies, goals, and guidelines. In addition, the executive director creates communication and has oversight of the Diocese of Cheyenne annual appeal (Living and Giving in Christ: Unity through Diocesan Ministries), serves as managing editor and graphic designer of the Wyoming Catholic Register, is the diocesan director of Catholic Relief Services, as well as the diocesan director of the Synod on Synodality.
The legislative liaison oversees diocesan-level Catholic Social Teaching initiatives, builds relationships with people of good will among Catholic clergy and laity, Wyoming legislators, other religious and secular leaders, and Wyoming media sources. The legislative liaison also identifies pending legislation that could impact human dignity and the common good. Through various media, the legislative liaison educates Catholics and the general public on the Diocese of Cheyenne's positions and how they are derived from the principles of Catholic Social Teaching.
The social media manager works with the Office of Communications team to plan and develop content for social media. The social media manager also monitors the platforms and works in cooperation with the Offices of Pastoral Formation, Hispanic Ministry, and Vocations to ensure that they are represented on the Diocese of Cheyenne social media platforms.
The director of IT Services manages IT systems for the Chancery Office and contributes to diocesan online communications in multiple ways.
A Wyoming native, Diana Marie Waggener brings experience in intentional communications, interpersonal communications, writing, editing, and graphic design.
Diana taught public speaking and interpersonal communication for seven years at Laramie County Community College—Albany County Campus, and she has taught public relations in the UW Department of Communication and Journalism.
She is grateful for the opportunity to serve the People of God in the Diocese of Cheyenne and put to good use the skills she developed as a public relations professional at the University of Wyoming for 23 years.
Diana is a long-time parishioner at Saint Paul's Newman Center in Laramie, where she serves as a psalmist and lector.
She is the mother of three adult children and Nonna to two granddaughters. Diana and her husband, John—also a Wyoming native—enjoy traveling, hiking, working out, and being together.

Deacon Mike Leman serves as a point of contact between the leadership and faithful of the Diocese of Cheyenne and representatives of the local, state, and federal governments. As legislative liaison, he gives voice to the Catholic perspective on issues of public policy and encourages political engagement that reaches beyond party affiliation or partisanship, with an emphasis on mutual recognition of common moral principles.
Deacon Mike's work is informed by Catholic Social Teaching, and he aims to share the beauty of its three principles: human dignity, solidarity, and subsidiarity.
A native of Wyoming and U.S. Army veteran, Deacon Mike worked as a firefighter in Fort Collins, Colorado, for 13 years before he began working for the Diocese of Cheyenne.
He now serves in his diaconal vocation at Saint Patrick Church in Casper.
Deacon Mike and his wife Jennifer were married in 2000, and they have two daughters, Sophie and Lily.

Carmella Chavez's intention is to help build unity throughout the Diocese of Cheyenne, as well as to help increase appreciation of Catholic Social Teaching.
In April 2023, she received a certificate as a Laudato Si’ Animator through the Laudato Si Movement, a spirit-led organization whose work helps to support the Catholic Relief Services’ Campaign on Climate Change. She hopes to bring awareness and encourage others to seek a better understanding on how they can be stewards of God’s Creation!
A parishioner at Holy Trinity in Cheyenne, Carmella is a talented vocalist who serves in music ministry. She is blessed to share the gift of music with her husband, Paul, and they serve the communities of both Cheyenne and Laramie through music in any way they can.
Carmella is blessed with two beautiful daughters, Bella Luna and Ariana. Carmella enjoys being in nature, dancing, and spending time with her family and friends who serve as a constant reminder to her of God’s goodness!

Cheyenne native Neill O’Donnell has served the Catholic Church since 2013 when he was hired by the Cathedral of Saint Mary. Eventually, he migrated to his current position as director of IT, overseeing IT operations for the Cathedral of Saint Mary and Saint Mary’s School.
In February 2020, Neill brought his experience and talent to the Chancery Office where he manages IT services and operations.
Neill is married to his high school sweetheart Annie, and they have three children, two older boys and a girl.
Neill spends most of his free time with his children and family, including coaching soccer and Lego League teams or watching the children’s sporting events.
Maria Ward has a passion for ministry work related to childbearing and reproductive issues and has specific training in Project Rachel Ministry. She is a part-time, remote employee of the Diocese of Cheyenne.
While being a full-time stay-at-home mom, she completed a master’s degree in pastoral theology and gave birth to a second daughter.Maria lives in Cheyenne with her husband Tyler and their two young daughters, Gianna and
Anastasia.
